Creators in Pakistan can earn from YouTube Shorts and long videos through the YouTube Partner Program, which Google lists as open to sign-ups from Pakistan. TikTok's main payout, the Creator Rewards Program, isn't open to creators based in Pakistan according to the country list in TikTok's own Creator Academy, and you can check both yourself on Google's availability page and in the Monetization section of TikTok Studio.
We checked every fact below against Google's and TikTok's own pages on 23 October 2026, and each one names its source so you can re-check it. Eligibility lists change, so treat that date as part of the answer.
YouTube: the Partner Program is open in Pakistan
Google's page on Partner Program availability (support.google.com/youtube/answer/7101720) lists the places where you can sign up, and Pakistan is on it. Its requirements page (support.google.com/youtube/answer/72851) says that to join, you need to follow YouTube's channel monetization policies, live in a country or region where the program is available, have no active Community Guidelines strikes, turn on 2-Step Verification for your Google Account, have access to YouTube's advanced features, and have one active AdSense for YouTube account linked to the channel, or set one up in YouTube Studio when you apply.
Then the channel has to reach one of two thresholds. Until 1 February 2027, the bar is 1,000 subscribers with 4,000 qualified watch hours in the last 12 months, or 1,000 subscribers with 10 million qualified Shorts views in the last 90 days. Watch time from Shorts in the Shorts feed doesn't count toward the 4,000 hours, so a Shorts-only channel effectively has one route.
Reaching a threshold doesn't get you in on its own: you apply in YouTube Studio under Earn, reviewers check the channel as a whole against YouTube's policies, and Google says a decision typically takes about a month. Once accepted, a channel shares in the revenue from ads on its long videos and in the Shorts feed, plus YouTube Premium revenue. For Shorts, creators keep 45% of the pooled revenue allocated to them (support.google.com/youtube/answer/12504220).
What isn't listed for Pakistan on YouTube
Google keeps separate location lists for YouTube's fan funding features, and Pakistan wasn't on any of them on 23 October 2026: channel memberships (support.google.com/youtube/answer/7636690), Super Chat and Super Stickers (support.google.com/youtube/answer/9277801), and Super Thanks (support.google.com/youtube/answer/10879035).
Pakistan also isn't on the list for the expanded Partner Program (support.google.com/youtube/answer/13429240), the lower tier that opens fan funding and Shopping features from 500 subscribers in the countries where it runs. For a channel in Pakistan, the way in is the 1,000-subscriber route above.
What changes on 1 February 2027
Google has announced new entry thresholds for creators who join the Partner Program from 1 February 2027 (support.google.com/youtube/answer/12843009). You'll still need 1,000 subscribers, plus either 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in the last 90 days, which doubles today's numbers on both routes. Channels already in the program keep their status.
A second rule reaches every member from the same date: to earn from the Shorts Creator Pool in a given month, a channel needs 10 million qualified Shorts views over the last 90 days. A channel that misses it stays in the program and keeps its other earnings, including long-form video. Members also need to accept the updated terms in YouTube Studio by 31 January 2027 to keep earning from the features those terms cover.
Earning from viewers outside Pakistan
A common question is whether a channel run from Pakistan can earn from viewers in other countries. Google's own pages answer it, and the answer is yes.
Google's page on US tax for YouTube earnings (support.google.com/youtube/answer/10391362) explains that it withholds US tax on the part of a creator's earnings that comes from viewers in the United States, and its worked example is a creator in India whose channel earned part of a month's revenue from US viewers. YouTube's page on ad revenue analytics (support.google.com/youtube/answer/9314357) says advertisers choose which geographies their ads reach, that "CPMs will vary by geography", and that a shift in where most of your views come from can shift your CPM. For Shorts, YouTube shares out the Creator Pool by each creator's share of engaged Shorts views "in each country".
The revenue report in YouTube Analytics can be filtered by geography, which is how Google's tax page suggests estimating your US earnings. None of the Google pages above says what viewers in a given country are worth, and we don't guess.
Getting paid: AdSense for YouTube in Pakistan
Partner Program earnings are paid through AdSense for YouTube, which Google describes as its program that lets creators in YPP get paid. Google's tables of payment methods by country (support.google.com/youtube/answer/14728152, and the combined AdSense table at support.google.com/adsense/answer/1714397) show this for Pakistan:
Check: available.
Wire transfer: available.
Electronic Funds Transfer (EFT): not available.
PayPal Hyperwallet: not available.
A separate AdSense page on Western Union Quick Cash (support.google.com/adsense/answer/2850006) also lists Pakistan, with the note "WU is only available for YouTube payments in this country". It gives the payment currency as US dollars and the single-payment limit as 5,000 USD, says payments over that limit can't be split, and says a Western Union payment must be picked up within 60 days in the country it was issued to.
Two rules from Google's FAQ are worth knowing before you set this up. If a payment method doesn't appear on your "Add payment method" page, it isn't available to you. And for bank transfers, "your bank (or branch) must be located in the same country or region as the address in your payments settings".
Wire transfers are sent "in U.S. dollars or Euros, depending on your account currency" (support.google.com/adsense/answer/3372975). Google's threshold table (support.google.com/adsense/answer/1709871) lists $10 as the balance needed to choose a payment method and $100 as the payment threshold for accounts in US dollars, and a payment is issued between the 21st and the 26th of the month once your balance has passed the threshold with no holds on the account. Google also asks you to verify your identity and your address when your earnings reach its verification thresholds.
US tax on views from the United States
Every creator in the Partner Program has to give Google US tax information, wherever they live, and Google asks for it by 10 December each year (support.google.com/youtube/answer/10391362). With that information on file, it withholds US tax only on earnings from viewers in the United States, at a rate between 0 and 30% that depends on whether your country has a tax treaty with the US.
If you don't submit tax info, Google says it may be required to deduct up to 24% of your total earnings worldwide, not just the US share. Google's page doesn't give a rate for Pakistan, so we don't either: once you've submitted the form, AdSense for YouTube shows the withholding rate that applies to you. Google also notes that "your local income tax laws may still apply to your YouTube earnings" and that it can't give tax advice, so ask a tax adviser in Pakistan about your own position.
TikTok: what its own pages say about Pakistan
TikTok's main payout is the Creator Rewards Program, which pays for qualified views on original videos at least one minute long. Its Help Center page (support.tiktok.com/en/business-and-creator/creator-rewards-program/creator-rewards-program) says creators must "Be based in one of the countries where the Creator Rewards Program is available", but the page doesn't list those countries.
TikTok's Creator Academy article on the program (tiktok.com/creator-academy/en/article/creator-rewards-program, last updated 10 September 2026) does: "The program is currently open to creators in the United States, United Kingdom, Germany, Japan, South Korea, France, Mexico, and Brazil, so you must be based in one of these countries and have an account registered there." Pakistan isn't on that list, and the same article says qualified views must also come from those countries.
The Help Center's other requirements are an age of 18 or older (19 in South Korea), a personal account in good standing, 10,000 followers, 100,000 video views in the last 30 days, and original videos at least one minute long.
Why a VPN or a foreign account isn't a way in
A "monetized" foreign account bought from someone else, or an account set up through a VPN or a foreign SIM, runs against TikTok's own rules. Its Help Center page requires "authentic account information, such as your real name and date of birth", lets creators apply only if they "have an account registered in an eligible region", and lists "Fraudulent or underage account information, such as a fake name or date of birth" among the things an account must not contain. Its Creator Academy adds that if an account loses access through violations, such as a permanent ban, "you will forfeit any outstanding rewards from the program".
TikTok's other ways to earn
None of the TikTok pages we checked names Pakistan for TikTok's other monetization features either. Its Help Center says "LIVE and Gift features aren't currently available everywhere", and going LIVE requires you to be 18 with 1,000 followers, a number it says "may vary across regions". Video Gifts, gifts that viewers send on ordinary videos, need 10,000 followers and an account at least 30 days old, and TikTok says: "This feature is not available everywhere." When TikTok expanded Subscription in September 2024, its newsroom said it was "rolling out to eligible creators in select regions".
TikTok Shop, where creators can collect affiliate earnings on products sold through their account, has its own footprint: TikTok's business help article on setting up a shop (updated June 2026) lists the countries where Seller Center is available, and Pakistan isn't one of them.
The reliable check is your own account. TikTok points creators to the Monetization section of TikTok Studio (Profile, then the Menu button, then TikTok Studio) for an overview of its offerings, and its Creator Academy overview of monetization ends with the same advice: "Head to TikTok Studio to check your status".
Going by TikTok's own pages on 23 October 2026, a creator based in Pakistan can't plan around TikTok's rewards program, and YouTube's Partner Program is the platform payout that's open. The same vertical video can still go to both: TikTok to reach viewers, YouTube Shorts toward the Partner Program.
Two shapes of faceless channel from Pakistan
Neither shape below is a shortcut, and we don't publish earnings figures for either: what a channel earns depends on its viewers, its niche and YouTube's ad market, and nobody can promise a number.
English-language channels for viewers abroad. The channel competes with English-language creators everywhere, so they set the bar: scripts that read naturally to an international audience, a voice that suits it, and topics that make sense outside Pakistan. If a large share of its views comes from the United States, the US tax section above matters more, because that is the share Google withholds on.
Urdu-language channels. The channel serves viewers who prefer to watch in Urdu, in Pakistan and elsewhere. The practical choices are different: Urdu script or Roman Urdu for titles and captions (pick one and stay consistent), a voice that pronounces Urdu naturally, and topics people look for in Urdu. Test any AI voice and auto-captions on a few Urdu scripts before you commit to a tool, ShortFast included.
If the plan for either shape is to read out translated articles or retell other creators' videos, read YouTube's reused content rules first. They give "content that exclusively features readings of other materials you did not originally create, like text from websites or news feeds" as an example, and say the policy applies even if you have permission from the original creator.
What keeps a faceless channel eligible on YouTube
Faceless channels are reviewed under the same channel monetization policies as every other channel (support.google.com/youtube/answer/1311392), and those policies expect content that is not "mass-produced, generic, repetitive, or manipulative". Besides the reused content rule above, two parts matter most for faceless channels.
Generic or repetitive content. Among YouTube's examples of what can't be monetized is "AI-generated content made with generic or unoriginal templates giving the impression of mass production without adding the creator's original, authentic insights or perspective". The same page says that if you use automated tools or templates, "the final product must still demonstrate your creative vision and provide educational or entertainment value".
AI personas on sensitive topics. Channels that use an AI-generated persona presented as a human expert giving advice on health, legal issues, finances or politics "will not be allowed to monetize".
Where ShortFast fits
ShortFast is the AI short-video tool made by SachaSoft LLC, which publishes this blog. It writes the script, builds the scenes in one of 27 visual styles, adds an AI voice and burned-in captions (60+ languages, auto-detected), and posts the video to TikTok, Instagram Reels and YouTube Shorts on a schedule. Plans are Starter $19, Pro $39 and Advanced $99 a month, priced in US dollars, and each monthly plan starts with a 3-day trial for $1.
It doesn't make a channel eligible for anything. Monetization is YouTube's and TikTok's decision, made under the rules above, and those rules apply to every video however it was made. What a tool changes is the time each video takes, which frees your time for the parts reviewers look at: the topic, the script and what each video adds.
How to check your own status
In YouTube Studio, Earn shows whether you can apply, and Get notified emails you when you qualify. In AdSense for YouTube, the "Add payment method" page (under Payments, then Payments info) shows the methods open to your payment address. In TikTok Studio, Monetization shows what your account can use; lists and screenshots shared by other creators go out of date.
Everything in this guide was checked on 23 October 2026. If what you see in YouTube Studio or TikTok Studio differs from it, go by the app and the official pages, not by this guide.
FAQ
Common questions
- Is YouTube Shorts monetization available in Pakistan?
- Yes. Pakistan is on Google's list of places where you can join the YouTube Partner Program (support.google.com/youtube/answer/7101720, checked 23 October 2026). Until 1 February 2027 you need 1,000 subscribers plus 10 million qualified Shorts views in 90 days or 4,000 qualified watch hours in 12 months. From that date, new applicants need 20 million Shorts views or 8,000 watch hours, and earning from the Shorts pool each month needs 10 million Shorts views in 90 days.
- Is TikTok's Creator Rewards Program available in Pakistan?
- Not according to TikTok's own list. TikTok's Creator Academy article on the program (last updated 10 September 2026) says it is open to creators in the United States, United Kingdom, Germany, Japan, South Korea, France, Mexico and Brazil, and that you must be based in one of them with an account registered there. TikTok's Help Center page names no countries. Check the Monetization section of TikTok Studio, and don't use a VPN or a foreign account: TikTok requires authentic account information and an account registered in an eligible region.
- How do YouTubers in Pakistan get paid?
- Through AdSense for YouTube. Google's payment tables list check and wire transfer for Pakistan, and not EFT or PayPal Hyperwallet. Google's Western Union Quick Cash page also lists Pakistan, for YouTube payments only, in US dollars, with a 5,000 USD limit per payment. Your bank must be in the same country as the address in your payments settings, and payments go out between the 21st and 26th of the month once your balance passes the threshold, which is $100 for accounts in US dollars.
- Can a YouTube channel in Pakistan earn from viewers in other countries?
- Yes. Google's US tax page describes creators outside the United States earning from US viewers and explains that it withholds US tax on that part of their earnings. YouTube also says advertisers choose which geographies to reach and that CPMs vary by geography, and it shares the Shorts Creator Pool by views in each country. Submit your US tax info in AdSense for YouTube by 10 December, or Google may be required to deduct up to 24% of your total earnings worldwide.
- Are channel memberships and Super Chat available in Pakistan?
- Not on Google's lists as of 23 October 2026. The availability lists for channel memberships, Super Chat and Super Stickers, and Super Thanks don't include Pakistan, and neither does the list for the expanded Partner Program, which opens those features at 500 subscribers in other countries. Ad revenue sharing through the Partner Program is open to channels in Pakistan, at the 1,000-subscriber thresholds.
